North Korea has just agreed "in principle" to return to the six-party dialogue with the U.S., ROK, China, Japan, and Russia over its nuclear program. But, will the North Koreans come to negotiate in good faith or are they determined to pursue nuclear weapons regardless of the political and economic costs? In short, are they selling peace or just trying to buy time? Mr. Cossa's presentation will review the origins and unfolding of the crisis and focus on possible North Korean motives and how best to respond.
