To further its commitment to promoting world peace, The Sasakawa Peace Foundation (SPF) in Tokyo launched the "Culture and Identity-Ethnic Coexistence in Asia" (Culture and Identity) Program in 1994. SPF sought to draw upon successful experiences in Asia's rich tradition of ethnic coexistence in order to contribute to the prevention and resolution of ethnic conflicts around the world.

The Culture and Identity Program looked at the relationship between concepts such as pluralism, equality and other ethnicity-related values in indigenous Asian communities, mainly through the eyes of Asian researchers. Research focused on four themes when analyzing how Asian communities accommodate ethnicity issues: media, multicultural-ism, the collective rights of ethnic groups, and education. For three years, the Program sought to 1) probe the mechanisms and cultural dynamics of ethnic coexistence in Asia and 2) identify the common elements found in examples of harmonious ethnic relations. Ultimately, the Program extracted and redefined the successful experiences of ethnic coexistence into "Asian models of harmonious coexistence."

After its initial three years of research based in Tokyo, the Program was relocated to SPF-USA (Washington, DC) in September 1997. During the next two years, the Program disseminated its findings to Asian and non-Asian audiences under the direction of then Program Manager, Ms. Kayoko Tatsumi.
